Russia Hit 2021 HFC Consumption Limit in September

Russian authorities confirmed on September 21 that the that the HFC consumption limit established in Russia for 2021 – 46,292,794 metric tons of CO2e – was reached, according to Russia’s Ozone Program website.

The announcement came at a meeting held at the Ministry of Natural Resources and Environment of the Russian Federation, with the participation of the Ministry of Industry and Trade, the Federal Customs Service, and the Federal Service for Supervision of Natural Resource Usage.

In 2021, the Federal Service for Supervision of Natural Resource Usage issued HFC import permits to “legal entities and individual entrepreneurs” for an amount equal to that established by the Ministry of Natural Resources and Environment of the Russian Federation for the year.

The Ministry of Natural Resources and Environment of the Russian Federation accepted requests by HFC importers for 2022 allocation quotas up until October 1. 

Russia, which ratified the Kigali Amendment in October 2020, is obliged under the treaty to cut consumption of HFCs by 35% of the baseline by 2025. In January 2021, the Ministry of Natural Resources and Environment of the Russian Federation established permissible amounts of HFC for 2021–2036.
